I was driving down Mafolie Hill a few weeks ago and one of the ship's at the WICO dock was dumping a lot of something into our harbor.
I called DPNR. and was told they'd check into it. The waste looked exactly as it did in the video, except it seemed to be being dispersed on the port side of the ship.
