North Carolina Bill Requires Notarized Parental Consent For STD Testing And Treatment
A Republican-controlled committee in the North Carolina General Assembly approved a bill on Tuesday that would require teenagers to present a notarized parental consent form in order to access sexually transmitted disease testing and treatment, mental health counseling, pregnancy care or substance abuse treatment. Teenagers without a parent or guardian would be required to stand before a judge and request a judicial bypass in order to obtain those health services.

Excellent. So if a teenager is being sexually abused by a parent or step parent, instead of a physician finding out and being able to report it when the teen seeks medical treatment for STD symptoms, the abuse will just continue indefinitely.
The single, simple and only reason is to try to keep teenagers from having sex. Only it won't accomplish that; all it will accomplish is to push those teenagers into silence about the sex that they're having, leading to HUGE problems with sexual health up to and including sterility, as well as secondary problems like the neurological deficits caused by late-stage syphilis, or even a resurgence of AIDS.
This is the reason that the Bible Belt states have the highest rates of teen pregnancy in the US. As well as the lowest test scores on standardized testing. They have a serious lack of education.

I understand that many of the Southern States have high teen pregnancy rates and low standardized test scores, however, North Carolina does not really fall into that generalization. Please see the following links:

In fact teen pregnancy in NC is equal to that in California and is lower than the rates in Hawaii, Delaware, Arizona and Nevada. And, as for education NC is ranked #29 in "smartest kids". States that ranked lower and are not considered "Bible Belt" states are: Michigan, Wyoming, Alaska, Hawaii, Rhode Island, Arizona, New Mexico, and the District of Columbia.
Do I agree with the bill that was approved in my home state? No, absolutely not. However, I do have an issue with sweeping generalizations in this case

Teen Pregnancies
North Carolina is number 16 in teen pregnancies. That puts it in the top 1/3 of all states. Of the top 16 states, ten are in the "Bible Belt". In fact only one of the Bible Belt states is not in the top 1/3. Kentucky at number 19.
While there are other states in the top 16, no other geographical region in the country is represented like the Bible Belt states.
Smartest Kids
At 29, North Carolina is the best of the bible belt. Every other bible belt state is worse than NC and all are in the bottom half of test scores. Two in particular, Mississippi and Louisiana are constantly fighting for last place.
That makes North Carolina the Best of the Worst.
Better to be Best of the Worst than Worst of the Worst, I would say! I am proud to say I am from NC; it was a great place to grow up; I was in a very progressive area and have well educated parents. My environment (schools, extracurricular activities and the town I grew up in) was quite liberal. Can't say that for everyone in my home state, certainly, but I believe all states have their faults as well as their strengths...
This is so sad. Statically the "teens" having sex are from "troubled backed grounds". Normally the kids in stable caring homes are less likely to engage in risky behaviors like drug use and casual sex. Additionally troubled kids are more likely to "victim" of "predator's". Not just classic predators, but "friendly predators" like pushy peers. These are kids who need intervention and solid advise from experts the most. These kids can't go their moms and das. Sheeet, if the moms and dads were doing decent job the kids wouldn't be seeking treatment for STDs, Adticion mental health issues on the their own. They'd be coming in with mom and dad.
I wonder how many of the genuis that passed this bill have ANY experience with kids? I bet it's mostly girls who seek treatment. And I bet it's mostly men who voted for this. And If further bet that these men have (at point in thier lives) had sex with an under 18 YO or a female who was intoxicated. i say give them all lie dector test and then call for a re-vote.
