Basically, to have the gun permit in USVI, you have to show evidence that your life is in danger.

The documents lists the requirements for the "license to carry" and the "license to possess". I don't see anything that mentions the relaxed requirements for the "home use".
Seems pretty clear to me.
S485-4 is specifically talking about "carry".
S485-4 specifically talks about fearing death or great injury.
S485-5 is about "possess"
This passage speaks nothing about fearing death or great injury.
not sure where the confusion is from.
One interesting thing I see is that a home use shotgun is the easiest to get.
But a home use gun AND sports use is about the second easiest to get but it does not distinguish between handguns and shotguns.
Personally I think it's irresponsible to own a gun for home protection that you do not practice with.
