color has nothing to do with it. but i do agree they would not charge a GIRL with wearing short shorts.

Yeah that is not true - people started wearing their pants low because their belts were taken away in jail.

Sagging pants was adopted from the United States prison system where belts are prohibited. Belts are prohibited to keep prisoners from using them as weapons and/or from committing suicide by hanging themselves or from another prisoner hanging another.
