Headlines Avis 6/20
"VINGN accused of improperly issuing bid to GEC, which then used a lower bidder and never paid" sic

Guess who is the Chairman of the Board of VINGN? And will be chairman for life?

The only thing shocking about the article is that the Avis printed it.

Hey Alana, do you think this has something to do with the potholes of the roads you have been whining about?

This is a link to the summary of last known bid fixing by this administration. By purposely paying double for road repairs, we are getting half the improvements. I didn't make this up.

I don't think there is any requirement that the low bidder get the bid.

No, past non performance can certainly be factored into evaluating any subsequent bid.

Well the DC federal judges didn't agree with you. Probably because DeJongh's administration had given them glowing reports which they introduced as evidence.
And two years later VINGN's chairman, a democrat, is getting work done by VI Paving as the sub. So are you saying that the VINGN Board Chair is exercising poor judgment by picking a worthless sub?

Those were the judge's words.
So that whole better bid, worse work issue was not considered. Again not my words. The words of federal judges who do not live here.
