The one incident you apparently are referring to as the basis for the "bang up job" she did as Mapp's spokesperson was addressed earlier. The civil (not criminal) case against her remains in limbo.
And she should not be in any government position until that ethical cloud is removed.
From spokesperson for Mapp to deputy director of Health with only a nursing degree is a bit of a leap, especially since the appointed director has no qualifications for his position.
It's also an unusual career trajectory for a "health care professional." I'm being kind with the term unusual. From political hack to health care administrator?
She appears to have an associate's degree in nursing (per OldTart's link, she's an LPN).
By contrast, the number two healthcare official in Guam (Leo Casil) has a Master's degree. The number two health care official in Florida has both a Master's in Public Health and an M.D. That is the most typical trajectory. Politics aside, Kimberly appears to be woefully unqualified for the position.
What's next, appointing a paralegal to run the Department of Justice?
EDIT: She admittedly is more qualified that Juan Serville, who also served(s?) as Deputy Commish without a single healthcare credential. And we wonder why the system is in a mess? What the heck is Mapp thinking??

I disagree that she's "woefully unqualified" for the position. Her forté and apparently very good track record seems to be in organization and communication and as a Deputy Commissioner these are key attributes, I see nothing in her medical background that's so inferior.
As far as the civil suit is concerned it's not exactly breaking news that anybody can file anything against anybody in a civil suit. The court system is woefully behind in such cases which often drag on for years before even being heard. To demand that someone not be considered for employment because a civil suit is pending is totally unrealistic and probably unconstitutional.
Oh please. Lawsuits are allegations, sure, but these are very serious allegations. An attorney can lose her license for filing a frivolous suit. Lying in a sworn affidavit to the court is a crime. Would these people risk their freedom to lie on Kimberly?
If the suit is 100% meritless, it would be disposed of very quickly through pretrial motions.
I don't know whether she actually stole all that money from that company. But the sworn allegations are enough, in my opinion, to bar her from appointment to a high government office.

Deputy Commish is a very, very, high ranking position that is organizationally higher than even physicians. Why these high-ranking but not cabinet-level positions are political appointments in the first place (appointed by the governor) boggles the mind.

Nope. Deputy Commish is not cabinet-level. I don't think anyone is surprised by nepotism; we just wish to stamp it out wherever possible.

I'd appreciate it if you wouldn't arbitrarily edit my comments. I said, " ... in organization and communication." Both are very much a part of a Deputy Commissioner's role.
So how should these jobs be filled? Indeed.com? Voted? Nepotism and cronyism is politics, it's why I don't care. Life is a lot easier that way.
