why are the palm trees painted white?

I know (or at least think) the trees have the metal bands to keep vermin off, but what about the bases being painted white for the bottom 2-3 feet?

According to what I read it's for preventing a kind of rot, insect damage prevention & it looks nice. Here are some answers:
