What is the new building east of 5-Corners - STX?

Anyone know what the nice looking yellow, with blue trim, building is that's just getting finished a little east of 5-corners? I've been meaning to ask for months, but keep forgetting. Thanks.

If it is the one by the school, it is the new federal government building. FBI, etc.
