What doe Made in USA Mean?

Barefoot Bubba asked a good question regarding Automobiles.
What constitutes "made in the USA" for import tax purposes? Is assembled in the US with foreign parts good enough. What if its 90% US, 80%, etc. Or do you just look at the door jamb and if it says assembled in the US you're golden?

I believe if the vehicle identification number (VIN) on the driver's side door frame starts with a 1 or a 4, it's American. Someone chime in.
