You can definitely sue a government. Sometimes you can even win.
It's entirely dependent on what you sue for and states/territories protect themselves accordingly.
Sovereign Immunity definitely exists with respect to the mainland. Virtually all states enjoy some form of sovereign immunity. "The King can do no wrong." In Kentucky, for example, the state government and counties (who are considered subsets of the state) are completely immune from negligence law suits.
The state laws basically protect them from tort cases and the USVI's is spelled out in the Revised Organic Act.
Potholes filled now all the way to E&M (that's as far west as I go). It will be wonderful driving for a month or two.
some potholes filled in on the way to my work-the route of the triathlon for part of the way-not much better.
Don't worry...those potholes will be back and just as deep as before in an few months. The rainy season is coming.
A brief reprieve, is better than none at all.
I'm happy not to have to avoid gaping craters on our roads any chance I get!

Hahahaha... I loved the graffiti! Someone should definitely be doing this in the VI. Perhaps the person who was spray painting the penises on the road signs in the east end of STX could direct his/her artistic talents to the potholes.
