What's up with the F'sted "fish market" anyway? After the Governor walked through F'sted, the police shut that place down or, more accurately, ran off all the guys inside. They found stolen stuff nailed up in the rafters.
The police sat there every day for better than a month. There were usually 4 officers present just sitting on the benches or sitting in their squad cars. Then, after a month of occupation, the police just went away. Now it's the exact same guys back in there with, presumably, stolen stuff nailed to the rafters overhead. What the....?
The intent, according to the paper, was to allow fishermen to sell their catch in a structure built for that purpose. No fishermen came. Few fish are sold there but the cruise ship passengers have to walk past it to get to Sand Castles etc
Here's a possible answer...
The Fish Market may considered Peterson's turf. Afterall, he lives only a few blocks away, so he should have a right to that area to sell the weed he grows on his front porch.
Soooo, the Gov doesn't want Peterson in the senate, so there is a raid on Peterson's home AND his turf. Albeit, F'sted needed the raid on the turf, 'cause if you wernt from der, you shouldnt even walk by der.

Thank God for the few in charge, the few who had the chutzpah, to go in there and make it a police "substation". Heck, most of F'sted officers hung-out around town anyway, might as know where to find one...
Then one could see families in the area again. Afterall, it is a park area as well as a fish market...
NOW we have a changing of the guard...lo and behold...a new commissioner of police. So now maybe the fish market is "off limits" to crime intervention, and to make that clear to the culture, one maybe sends in Winsbut MacFarland to let all the criminals know it's "ok" now, "do what you've been doing for years, this IS your turf again!"
Of course, this is all just a guess from what has been in the press about the area....:D

Yup there's one fella there that does a lot of "teaching". The big question is, what are they learning? After one of the times my truck was broken into, the police told me that my snorkel gear would most likely end up at the fish market. I boldly (but perhaps not too brightly) went down there. The big fella that does the "teaching" very defiantly said, "F___ THE POLICE". That was before the market was cleared. Yup, they're learning something...
