Unemployment in VI
Does the VI government enforce ANYTHING???? Is anything solvent?
The short answer is NO, there is virtually no enforcement of anything in the VI. This is just another embarrassing admission by the government that they are total inept and incapable of basic management capabilities.
I'm not complain though. It makes life so much easier without all the hassles of having to abide by stupid, over-reaching laws.
I imagine that I've saved hundreds of dollars in traffic fines alone by the lack of enforcement over the years!
Some back to the 80's? Yikes!! Imagine how many fewer employees would be needed to stuff envelopes now if they'd been enforcing this as they should have. No wonder the government staff is bloated. They have to keep them around to put out big fires that shouldn't have been ignited in the first place.
This is super embarrassing no doubt. I don't know how they can let something like this slide, for so long. Funny though, every time I am owed a refund from the IRB, they make me prove I have children. I have had to prove my 5 year old's existence every year of his life. It's getting a bit tiring.
No. The VI government is worthless. That's how Underwater Safaris, CAM and other slime like them can get away with treating employees like slaves.

Here's the form letter I received today from the Department of Justice:
Dear Virgin Islands Employer:
As you know, financial uncertainty as a result of unemployment poses a direct threat to the welfare of the people of the U.S. Virgin Islands. Therefore, the Legislature has established the Unemployment Insurance Act which requires employers, such as you, to make contributions regularly to the Unemployment Insurance Fund - a reserve to be used for the benefit of unemployed persons.
The Virgin Islands Department of Labor (DOL) has informed me that you are obligated to make contributions to the Unemployment Insurance Fund, however, you are significantly delinquent in your unemployment contribution. I am requesting that either you or your representative appear at one of the following DOL offices to address your arrearage:
You have until June 10, 2016, to satisfy the outstanding amounts due, otherwise, you may face legal action.

Three things come to mind...
1) My company has a substantial CREDIT on our contribution account (can I have that back...please?)
2) Is "arrearage" really a word?

Just curious, did they send any kind of accounting to show you what they think you owe?
How it usually works here (I can't speak for other locales) is that one must prove that you don't owe the VI Government, who, I might add, is not the best (ha!) at keeping track of paperwork submitted to them.
You know, like when you have to take in stamped paperwork to prove you don't owe the property tax that they say you didn't pay and are changing you for, again or they have no copies of gross receipts taxes you've given to them 3 times, previously, etc.
It pays to keep good records.
The VI Government is over a BILLION dollars in debt.
They need to collect what they can.
It's too bad they don't comprehend what it means to BUDGET and stop wasting money they don't have for ridiculous projects we don't need.

Honestly, I wouldn't do that. Just get your records together, make copies and send them off to him with a cover letter, return receipt certified. If he copied anyone on his letter to you, copy them also via regular mail.
It seems there is at least some effort being made by some to get things better organized and sort the wheat from the chaff. Now if only the Justice Department can also get cases heard that have been laying dormant and gathering dust - but that's another story!

VI Police Consent Decree
1 Billion in Debt
Poorly Maintained schools and underpaid teachers with a bloated management organization.
Several court ordered sewage oversights.
And on. What do all the Commisioners, employees and Legislature do? But we have the best weather. Don't Stop the Carnival! Mango season soon come.
