Former VI Police Officer shoots and kills law enforcement officer in the Tampa Bay Area. Virgin Islands police Commissioner Novelle E. Francis was interviewed by media.

Unbelievable yesterday's paper stated he worked on the force in STX. Truly sad a life ended like this.
