It says she is appointed by the senate's president.

There cannot be any austerity measures put into place until and unless bills are drafted and put into the Organic Act so that future Senate Presidents/Senators cannot change them to suit their needs so barring a change to the Organic Act or the adoption of a new constitution, the power to impose greater regulations on the Legislature remains solely with the Legislature itself.
Of course that's asking the foxes to guard the hen house without having the proper legislation in place and as in the STT Source article below, you can see how many Senators voted down a recent measure.

Sean, I know she is appointed by the Senate President, but that doesn't tell me what authority she has. Like can she demand that all Senators only have one staff member, as an example. If there is no rule book for her, she basically is a dictator.
I do believe somewhere I read that the senate can do their thing, so to speak, hence the problems now with the monies being reported in the Daily News.
Senators / Staff now get $100 / $75 a day to cover food and beverages. If they eat Big Macs they can pocket the rest. Rather than justify what they are doing, it is going backwards. So it seems with these austerity measures, it is 3 steps forward and 2 steps back.

Last week 2 bank managers were sentenced and fined for mishandling the funds of the banks. Yet, to mishandle the funds of the public tax payers appears to be okay. *-)
Well, let's hope all the incumbents (or at least, the majority of them) are voted out and the new ones will work to enact legislation to codify the rules, lessen their overpaid salaries and limit perks, etc. as well as TERM Limits. In for 6yrs. max and then they must sit out 4 yrs. before being eligible to run again would be a good start.

How does a Senator not notice that over a quarter of the Legislature's office equipment is missing or unaccounted for?
Seriously?
Keep an eye on what those voted out will enact prior to the new Senators being seated!
