Green Cay does have a no pets policy. I inquired and was told the dog in question is a certified service animal.

I wanted to follow up on this topic and thank you! We bit the bullet and purchased the full marine package of Wilson's Electronic signal booster/antenna. They actually had a package specific for boats! My external antenna is mounted to the mast about 25 feet high (they suggested at least 20 feet), it came with a super industrial strength 30' cable, the longer cable was needed, and the stronger was necessary to not loose any of the signal power within the cable. We also bought the weather resistant inside/outside "internal" antenna, it was only $20 more, and with living on a boat, you can never guarantee that things won't get wet.
So the outside antenna is on the forward mast, we ran the cable down inside the mast ( not an easy task getting that big connector end through the hole we drilled), the booster is mounted in a small food pantry/closest, then ran the cable to the internal antenna which is located on the aft wall the galley.
So $600 dollars and one very frustrating day later.... it works beautifully! Money and time well spent! Not only is my cell phone getting 4 bars consistently, my Att HotSpot is as well. I can not stress enough how much better this has made my life here on the boat.
Unfortunately Wilson's doesn't have the marine set up for 4G yet, but the 3G is just fine for my needs. Of course now I'll have to resist the 4G upgrade when it's available.
Again thank you so much for the suggestion. In the marina we are in now everyone keeps asking how I can work from here with such bad cell phone signals, and we are telling everyone about Wilson's!

You ought to see if they'll give you a free 4G upgrade for refering all those people to them!
