As I mentioned on a related thread, this is a brand new corporation which was formed solely for the purpose of executing a deal for this refinery and this refinery only. The principals have thus far not been identified although two are allegedly "local".
Our government has a history of entering into negotiations with shell corporations and corporations with no history relevant to the proposed project. One can only hope that before thousands more dollars are spent, the legislative body scrutinizes this proposed deal extremely carefully, the names of the principals involved are provided and public hearings on the proposal are scheduled,

While you may be excited about this Paul Golden announcement,
I am not enthused at all about the VI government pledging $52 million dollars for this private project. That reeks.
Tart while I share your concern that our Govt "leaders" can and have been led down the garden path before HOVENSA really is the final word.
Wait, but isn't PDVSA / Hovensa the entity actually selling the refinery? So wouldn't they be doing due diligence in being sure the deal is legit? Or am I missing something?
YOU HAVE IT RIGHT. All the legislature needs to do is approve or disapprove what ever promises have been made to the VIG in return for granting essentially a business license. Quid Pro Quo

A lot of people are forming and expressing opinions when all of the details haven't been made public yet. Or asking questions about things where the facts have been public for years. Or deliberately misinterpreting the facts to suit their own agenda's.
These are the kind of people I would not want to sit on my jury.
