I had no problem downloading it and it is indeed the budget for 2016. If the actual account of spending for any fiscal year isn't yet available online then that certainly doesn't mean that it's "secret" which is what you said. I don't believe there is any law which says that any government accounting must be available online.
There's supposed to be some govt transparency/spending website in the works according to the AG. Some states have a transparency website so people can see how money was spent. That's what people in VI want and it's my understanding that the current AG has promised it.

And until it's available online then presumably you would get it from the Department of Finance (?). But it's not a secret which was my point.
If that were the case, the Daily News would have published. Other people have asked for the spending info and did not receive it.

It took no time to download - and I have just "regular" residential rate internet. Maybe if you're using a 'phone to access as opposed to a computer it makes a difference.
