Without the land lease agreement at Bovoni on STT, they (Alpine) could have revised the plan for RDF and power plant on STX only. However, it appears they got smart in the 4 years that they have been thru the USVI meat grinder.

I know a lot of people are happy about this. But, the USVI through WAPA, Waste Management, the VI Energy Office and other departments spent a lot of time and money on this endeavor; with nothing to show. And no real good solutions for MSW remediation and power plant modernization, other than the drop-in-a-bucket solar PV initiative (5 MWe on STX) that has been dragging on for almost 2 years. Another example of 2 steps forward and 3 steps back. Whoa is us.

My understanding is that the VIWMA cancelled the project, not Alpine.

I think it was mutual. The contract could be cancelled if one element of the project fell through. VIWMA just made it official from their side. From my source close to the project, they could have still moved ahead and developed on STX. But they would have to go back and re-size things. It turned into a money pit that Alpine could not (or did not want to) sustain.

Probably Alpine dodged a bullet, and VI will bite one.
