Obtaining a Roofing Contractor License

Hi All,

My husband is a general contractor stateside and would like to put a bid in for a roofing project for our Condo Association in St. Thomas. I have contacted the Department of Licensing and Consumer Affairs and left messages but have yet to hear back from anyone. Has anyone here gone through the licensing process or have any knowledge of what the process is? Any information would be helpful.

Thanks for your response Bob,

I've been to the website before but when you go to the forms section it says that it is under construction. I just was trying to figure out if it is as simple as putting in an application and paying a fee or if it is quite a bit more. We are not looking to get a full general contracting license, just the proper licensing to do this one roofing project.

When I got my very simple business license in 2006/2007, it took months for DLCA to do who-knows-what. I don't know if that has improved any. Maybe your husband can arrange to work under an existing company's business license as their employee or contractor, but I'm not sure what's allowed or what's involved.

Is there any enforcement of contractors there? Seems like that there are laws, but if broken, there is no task force enforcing the code?

Here is how I remember doing it.

First I tried doing the application online, waited a couple of weeks , nothing
Then I brought the app to DCLA
Then you get a tax clearance letter from IRB
Then if you incorporate or have a trade name you deal with the Lt. Gov's office
Then if it a home business you visit the Fire dept and get a waiver of inspection
If you have a place of business you need to get that inspected by the FD
Every thing must be notarized.
If you have employees you go to the IRB and get a tax number and the info about the Comp insurance.

I have heard of some expediters who can do it for you

I checked my notes from when I set up my LLC. A business license can be used by all members (ie: partners/owners) of the LLC, and by that business's employees and its sub-contractors. But I would double-check that. I don't know if it applies to sub-sub-contractors, which it sounds like you would have because your husband will have subs.

Other issues that come to mind: That licensed business will want a cut of the action, it will have extra paperwork and expenses if he becomes an employee, and they may be concerned with liability/insurance and its reputation due to the quality of the work performed.

Also, check if your condo association will even entertain a bid from your husband. They may consider it a conflict of interest, if he is an owner.
