It would. At least overturn the ridiculous exemptions which Chucky proposed and which were passed.
If and when it does pass the next hurdle will be getting the UPD to actually do something.
As long as they fix the ridiculous amendments of Chucky's that they willing went along with and passed and don't allow the "questioned provision that appeared to loosen noise regulations by reducing the distance loud clubs must be from schools, churches and residences from 500 feet down to 100 feet."
Let's get a good law passed then worry about enforcement, as usual!

I'd like to see the regulations applied to the churches as well. The one across from my condo, while not making noise in the wee hours of the morning, makes a complete racket (singing, drums and other instruments) not only on Sunday mornings but evenings during the week. It's as loud as a club. Have to keep the windows closed to hear inside.

When laws like this are passed realise this:
You are enFORCING your desire on people by asking other people in costumes with guns to make the offending party comply.
Kinda reminds me of kids on the play ground that have no social skills and have to run to the teacher for everything (gee, certainly seems like indoctrination to me..).
Why not go over and ask the church or whatever offending party to "turn it down"?

Once the new ferry starts operating and I have the chance to get back to STX, (a) I'd love to see your place and (b) in answer to your question, yes. I have one heck of a truly classic story on the subject! 😀
I knew people that became friends who bought a sweet little 2 bedroom house above Hull Bay. Unfortunately, it is also in close proximity to Northside Bistro who began to have a live musician play every nite they were open. Between live music coming from Hull Bay on weekends and the nightly noise from the restaurant, they could only enjoy one night a week of quiet when the restaurant closed on Mondays. After a year, they decided island life was not for them, sold the house, moved to FL. They said before they purchased the new home there, they would visit the neighborhood in the evenings and check to make sure it was quiet.
The new owner of the house put it up for sale within a year, sold it and it's been up for sale again for awhile now. The only thing that will help this situation is to thoroughly soundproof the entire house.
I love the quiet in my location. Being subjected to unwanted noise constantly is not healthy and an awful situation that many are forced to endure unless one can afford to remove oneself from that environment.
That's a very odd story as when there's music at North Side Bistro it's VERY quiet and doesn't interrupt or intrude upon even regular dining table conversation. I venture to guess that the real reason these people left island was because, as you said, "island life was not for them" and not because of music from North Side Bistro (which only goes to 9PM anyway) or weekend music from Hull Bay (which only goes to 10PM on Sundays). That the house was put up for sale again within a year, sold and now has been up for sale again for a while is indicative of a problem with the house itself and not with noise issues.
I know the owner of NSB, she doesn't have loud music playing at the restaurant, she's in a heavy residential area and if there were complaints of noise disturbance there it would have been stopped a long time ago.
They sold their home because the constant music was disruptive to their lives.
I've been at dinner at NSB a few times where I've asked that the music be lowered as it was difficult to carry on a conversation. Sound travels, especially at night. That house gets put up for sale within a year of a new buyer inhabiting it. Coincidence?
I've been to dinner at that home and it's like having the musician in your living room. It would make me very unhappy as it did to the homeowners.

do it again, video it; public shaming works & we have ample avenues to cheaply do it.

No need to do anything again. It took considerable time and effort but the problem was finally resolved, much to my own satisfaction and that of the neighborhood. "Public shaming" of a different kind resolved another issue at another time. There are many ways to achieve a goal quietly but persistently.
