No New STT Power Plant ???
WAPA and Alpine are still "pushing this rope" for over 2 years now.
They could of had a small power plant on STT that used the RFD made there. And eliminated the cost of adding a dock at both STT and STX and then the cost to barge the the STT RFD to STX. All it takes is a technology that uses the Organic Rankin Cycle. These plants are very cost effective in sizes from 1MWe to 10MWe. They also provide hot water that is high enough in temperature to drive a desalination system. I thought there was an electric and water issue on STT ???
Lucy: Are you trying to make sense out of all this? Good luck.;)
E-E,
Nope. There is just insanity.
The only hope is to bring in (or sell WAPA to) some outside sensibile "for profit" utility with PUC controls. Just like everwhere elso in the sane world.
Bombi,
Not sure you realized that the article you posted is the same that I posted last week. The point I was trying to make is that there may be a cheaper solution and St. Thomas could also benefit from a new plant (.... and not just STX).
I know, but this is the way the thing appears to be gong down. If they do the PR interconnection STT should have a rotating reserve.
Nothing is set in stone , yet, If you want a plant on STT then lobby your senators.
I'm all for lobbying the senators. But not for just a plant in STT, but for the best cost effective solution with a reasonable development schedule:
1. A small plant in STT could use the RDF produced there. A small plant in STX would use the RFD produced there. No need to build 2 docks and buy a barge, etc. to transport RDF from STT to STX as they have it now --> which in my opinion is not cost effective.
2. Alpine was selected in August 2009. They still do not have a land-lease agreement for the STT RDF plant nor do they have an approved permit. Seems much to long for 18 to 20 MWe power plant.
