New Asphalt plant STX
Anyone hear any news on the construction of that new Asphalt plant we were supposed to get with the Hovensa Sale Deal?
There was talk of a 75% reduction on the cost of Asphalt once the plant was up and operational.
They're doing a lot of work in the east refinery to get some of the units ready for restart. I would guess that once that happens, they'll have the feed stock needed for the asphalt plant.
My driveway needs resurfacing so I'm waiting too.

Are they actually looking to partially refine crude as they initially planned too?

There's some misunderstanding about the asphalt part of the agreement. It can be read here on page 36, but essentially it's not a "plant" It's storage made available to DPW. LimeTree had 3 months to identify a suitable tank for storage and it has to be operational in 12 months. The tank has been identified and is included in the scope of the current tank work going on now.

There are approximately 600 people employed at LimeTree right now. Next week will see the old HOVENSA signs coming down and the new LimeTree Bay Terminals going up.

Section 6.6 on page 36 of the operating agreement (Bitumen Tank and Storage) define exactly what LBT is required to do. Had they been unable to identify a suitable tank among the current assets they would have been required to build one. No where in the agreement does it say that LBT will build a plant. Storage is to be a minimum of 100,000 bbl which is approx 4200000 gallons. Remember LBT is providing a storage asset only, not the bitumen in it. The benefit to the govt is the cheap cost of storage and the savings involved in buying in bulk.
I seem to recall Mapp saying something about building a plant on govt owned South Shore land. A 120 TPH(tons per hour) plant can be purchased for about 1.5 million, add in cost to get components here and site construction and you are adding probably another million. Aggregate is available locally. It really could be a very good cost saving for the territory.

So...it sounds like there will be no cheap asphalt for residents, unless they know someone working for DPW roads department.

That doesn't make sense, I know alot dosent make sense here, but private companies are usually contracted out to do large paving projects for the local government, such as the Christiansted bypass. Local paving companies will have access to this asphalt.

They may/will have access to the oil product. They will still have to make the asphalt themselves.
Maybe we are all assuming the govt understood the difference between a bitumen storage tank and a plant? Or maybe they figure they can sell the bitumen to the company's doing the paving who will then complete the process before laying new road?
