There is something you can directly do as a juror, if you think a law is unjust.

There is no such thing as a valid jury nullification. A judge can issue a judgment notwithstanding the verdict that the jury renders.
Good morning, NOne and Norman, I have a question. First, I've just begun to read The Organic Act to familiarize myself with methods to change the law in the VI and haven't yet found what I'm looking for which is. What is the format for creating and initiating a citizens initiative or a referendum? Does a process exist? How many signatures are necessary?
Could you or anyone with any info direct me to the chapter and verse?
Any help would be appreciated.
Amend and Repeal Laws,
The Organic Act Authorizes the Legislatures to amend or repeal any LOCAL LAW and PASS NEW LAWS. However Congress reserved the Power to Annul any Act of the Legislature.
The Senate Cannot: PASS Legislation that violates other Law. It cannot Pass Laws that would violate Federal Law. Including the Organic Act, or impair Rights guaranteed by treaties or other international agreements.
Because Marijuana (Use or possession) is against Federal Law. You Must Petition Congress of the US and follow the rules on how to get a bill passed.

What about page 138 that describes citizens initiative and referrendums? The legislature wouldn't be involved.
I really don't understand your question, as it pertains to initiative and referendums." Federal Law Prevails" I would suggest that before you spend anymore time on this project seek "GOOD LEGAL ADVICE"!
