Hello Terrence,
I think you should order a Settlers Handbook from http://www.vitraders.com so that you are informed about the islands from a living there perspective... apartments, people, roads, cars, apartments... ect.
Photography business; you should see who your compeition is... there are quite a number of well established wedding photographers on island Don Hebert, Alain Brin, Dean Barnes, Bridget Gallagher... a couple of them have wedding business they work with officiates and they operate the business together... its always a good idea to know whos in the business already, what they charge, how well established they are, what they offer... when you are starting a new business.
You should look at the photographers association site which is http://www.vippa.com/ The members are listed with links to their sites - those I listed above are all members and others too.
Check out business license requirements at the Department of Licensing and Consumer Affairs http://www.dlca.gov.vi/
Something you should know about wedding business... many wedding coodinators as mentioned might have photographers on staff or they might work with photograhpers therefore offering a package for wedding, photos, cake, limo - everything taken care of. You might need to network to get such oppurtunities rather then just doing your own thing.
If you are interested maybe see if you could do freelance photographer assignments for the newspaper while starting off your business - if you need the work that is... if you have the start up monies then just get to working your business ideas.
All the best.
