Ccruzaniron, the marketplacefairness link refers to a USE tax which many states have implemented. Not sure about the accuracy of that statement, though.

"without the Marketplace Fairness Act, our States are unable to require remote retailers to collect the existing sales or use tax already approved by that state's residents."

Understood.

Question: How much is the "use" tax in the VI, and how is it collected?

Answer: We don't have one. Neither the Gross Receipts Tax (based on companies gross sales revenue) nor the Excise Tax (based on import value) is a USE tax.

What is the difference between sales tax and use tax?

The sales tax is imposed on retail transactions. It applies to all retail sales of tangible personal property, and in some states services, in the state. The use tax is imposed on consumers of tangible personal property that is used, consumed, or stored in this state. Consumer’s use tax applies to purchases from out-of-state vendors that are not required to collect tax on their sales. Sales and Use tax generally applies to most leases of tangible personal property. The sales tax and the use tax are "mutually exclusive", which means either sales tax or use tax applies to a single transaction, but not both.

Side note: We are not a state so it does not apply to us anyway.

My error. The term STATE in the law does include the VI.

Imo, I the VI govt is only calling it GRT because residents are familiar with that term. I think they will try to implement a USE tax because that can apply to all online purchases whereas GRT has an exemption for a certain dollar amount which very few online buyers will ever meet.

Sure. The key is that they are going to have to create a new law and a new tax.

Now, how long do you think it will take for that to happen?

Their lawyers are drafting as fast as they can, I'm sure! When it comes to creating new taxes, I think the USVI will quickly figure it out and senators and governor will be more than happy to vote yes for them.

Just like in Ontario, Canada...5% when first implemented, 8% today.

You might find this article useful, even though it's a bit old. Source Crime Rate Article You can also do a search on the Source 'crime rate' and get lots and lots of articles that will pop up from over the years.
