Is solar electricity used there much?
Here in Hawaii solar is used in the dry areas, and the utility buys your extra back. Is there anything like that on Saint Croix?
I checked into solar energy in last couple months and you would need to invest 75-100K to set up enough system to run household. Just a source of heating for your how water would be 3-4 K. Setting a black 55gal. barrel on the roof would be most affordable for your hot water.
We always wonder why they don't use wind generators.
Solar stuff is much cheaper here in Hawaii and in California.

$75-100K is completely outrageous for any solar setup regardless of where you are. There are stateside vendors who provide PV panels for a fraction of that cost - you would need to just pay for shipping. PV panels are not heavy - just bulky and awkward. If you're willing to do some of the work yourself and hire a local electrician (or the local utility) to hook it up to the grid, you can probably get away with something at 1/10th of that cost - that is the real cost of the equipment. Anyone who is quoting more is grossly profiteering.
Conventional wind power requires very large turbines that are both unsightly and loud. They are also higher maintenance, keeping up with the bearings etc. can be a pain. There is a new kind of wind turbine that is vertical, less visually obtrusive and basically silent. Expect them to be expensive for a while and difficult to get to esoteric places like VI.
Check around - there are many rebate/grant programs that can help pay for some of the costs of alternative energy setups. During the Clinton administration, there used to be federal tax rebates that you could claim on your income taxes, but those were not renewed in the new administration.
