Is homebrewing legal in the VI

It is legal -- on STT there are a number of home brewers and there is an occasional informal gathering where bottles are exchanged.

the ones I know usually ship their yeast down from the states.

There is a store on St. Croix called Ale House in Gallows Bay. He carries an extensive selection of over 200 European and N Amercian craft beers. Its like a craft beer lovers paradise. It's on STX, in Gallows Bay, behind Caribbean Printing and Marketing, or about 200 feet west of No Bones Cafe. It's slightly set back from the street, in the southeast corner of its building.
