As far as rental apartment and job availability, what would be the ideal month to move to St. Thomas. What would be the worst?

Those would more than likely be two different months ... apartments are more readily available in summer. August and September there are lots to choose from. Jobs on the other hand, if you are looking in the service/tourist industry, don't typically start hiring until November.

That does help. From what you said I'm thinking late October would be good for me. Are jobs and apartments scarce late Dec./early Jan.?

Late Dec/Early Jan - jobs and apartments would probably be scarce as high season is in full swing - most industry jobs are taken. Of course, people get fired here and there and employers are looking for replacements, so a job wouldn't be all that hard to come by, but the apartments may pose a problem.
