how do I vote in the 2004 elections??

If the USVI became a state in the USA, they would most likely have three electoral college votes, one for each senator and one for the (presumably one) representative in the House. In other words, no state has less than three votes since all states have at least two senators and one representative. That's why I thought maybe giving VI one electoral college vote, say representing the non-voting delegate to the House, would be a nice compromise. Sure it's only one vote, but at least it's something.

And yes, the delegates to the electoral college are technically free to vote for whomever they like. The system was developed back when communications were non-existent so you voted for a local delegate who seemed intelligent and let him go to Washington to check out presidential candidates. Like many other things in the US constitution, this system is obviously a bit outdated.

And yes, the DC delegate did make a scene and cast a blank vote in 2000 (even though the district's voters voted clearly for Gore) as an objection of not having seats in congress. (Some people are spoiled...) However, the three electoral votes the district had to offer wouldn't have made a difference either way.

I have property in NC and am registered to vote there. They have a new policy that allows you to vote early in some elections but not yet Presidential. I will vote absentee but NC does not count absentee ballots unless the election is in the margin of error which is the case with most states. An overwhelming majority of time absentee ballots are never counted. 2000 was the exception with absentee ballots being counted in several close states. I have not missed a Presedential vote since I turned 18 and I dont plan to miss this one.

BTW: Tomorrow (8/12/04) is the last day to register in order to vote in the September 11 primary election, October 3rd is the last day to register for the November 2nd general election. In order to vote in the VI you must be a US citizen,at least 18 and a resident of the district in which you will cast your vote for at least 90 days before the election.
