There's a good reason Lazard blew Monarch off and it was very obvious last night. They don't have a plan and don't have the funding, whereas ABR does have the backing and has a very workable plan.

I'm for whichever company that can provide the necessary funding, has it in place and can do the best job of following thru with cleaning it up, running it, employing the local population as well as paying their fair share.
Too bad we always throw the baby out with the bath water and seem to constantly have to deal with pirates, criminals, thieves, liars and con men with the blessings of our government officials.

On the flips side, the major players are likely looking for a government that isn't the definition of clownshoes before committing over a billion dollars

What do you mean 'cleaning it up'?
Doesn't the site still has to be cleaned up according to epa?
Isn't that why epa leveled millions of dollars in fines?
Wasn't there an spill of some kind that effected an aquifer?

Many don't understand the EPA consent decree and what it really means. If ABR uses cleaner fuel to run the process units and eliminates the coker and cracker as they say they will as they refine light sweet crude from the US instead of the mud they were getting from Venezula, the EPA issue would like go away for the most part.
You're right. But I would say MOST people don't understand, and they still refer to it as a fine.

Sharing the latest on the operations permit for the site. Also, HOVENSA made it official that they have been losing money operating as a storage facility and they will close operations and stop investing money on the site as of 15th of December.

It seems likely that the 30th will approve the agreement but by a slim margin IMO. If not, ABR will have another shot with the 31st legislature in January who will likely be much more motivated once Hovensa shuts off the fuel tap on December 15th. I think the ABR guys have this strategy all mapped out.
HOVENSA shutting down the terminal may force the government to scramble due to the airport not having storage tanks large enough to hold enough jet fuel (in STX). It will make for higher airfares due to the possible higher jet fuel price.
Oh, I'm sure they have planned for this from the time the refinery shut down and have everything in place to handle that. After all, they've had over 2 years to plan for it happening.

LOL. I remember Positive (drug test) Nelson saying that the Govt could just take over the fuel racks and keep everyone supplied. I wonder if he knows how much it costs just to pack the line from the tanks to the rack?
I feel like a bit of a rant after reading the ABR article in today's (11/13) Avis. It just further enforced the short minded, inept, and probably racist views of some of our senators. Prime example Senator Gittens comments "At the appropriate time, I'm ready to make a motion to have this thing go packing and I hope all of them go packing as well". Making that statement to a local attorney who has a business, family, has been here for years, and put untold effort toward the local chamber of commerce, is simply disrespectful. I guess now he knows he's re-elected to the 31's legislature he feels he can mouth off at will.
Add to that Senator Roach wanting to change the EDC program so that even after 1 year of residency anyone moving here would no longer be considered a VI Resident. (Note the current IRS requirement is over 6 months within the tax year). Pull that one and you'll never see another EDC company, and a mass exodus of may of those that are here. Lets make Puerto Rico is looking even better for business opportunities - thanks Roach.
It appears as if our elected officials want to kill off any and all business dealings with anyone not born-here, and to discourage folks from moving here. Keep on going on that path Senators and you'll have your banana republic in no time. You won't have a tax pot to piss in, or any fuel for those big shiny SUV's.
Oh and that 40mill remaining fine that is due to be paid because of environmental damage to the qualifier, well I'm absolutely certain the government will use it for the appropriate cleanup efforts - Yea Right!
