I have a friend who is currently homeless and jobless. Can anyone tell me how to go about helping her put a roof over her head, find some clothes and maybe a job? I've never had experience with this before, so I appreciate any suggestions you can give!

Also, try the Department of Human Services and the Housing Authority. The phone numbers are in the green pages of the phone book - Government Section.
Human Services can help with food stamps and can refer your friend to other programs/agencies to help with the situations she is in.
The Medical Assistance Program under the Health Dept. for health insurance (medicaid).
Catholic Charities of the VI and Salvation Army may be of help.
