Can any expat's recommend an expat health insurance provider?

Careful with the E word. You will be quickly drowned in a chorus of "we're not expats!"
No insurance company is currently writing individual health insurance policies in the USVI.
You have to get group. Depending on what you plan to be doing business-wise, groups can be as small as 2 people.
We went with Marshall and Sterling and I have been fairly pleased so far, but we are fairly recent arrivals.
Do a search--it has been discussed ad nauseam 🙂

Your situation will be different because you are not U.S. citizens. Some of the international insurers may be able to offer you expat insurance (U.S. citizens do not legally qualify for this unless they are overseas). With U.S. healthcare reform, most companies are waiting to see what will be required and not writing any new policies for USVI individuals in the meantime. That's why any posts on the topic seem out of date -- we don't have it, so there's nothing to talk about!
