i hear the there is an escaped prisoner on stx. i also hear he raped someone after he escaped. sometime around 9 pm last night

Police are advising the general public on St. Croix that a known rapist has escaped from the Golden Grove Correctional Facility. The inmate, Raphael Joseph, escaped sometime after 9 p.m. on May 11 according to the Corrections officials. Police said, following his escape the inmate travelled to the Frederiksted area and raped his former girlfriend at about 2 a.m. on May 12.
Raphael Joseph was incarcerated and awaiting trial for the rape of two females. Police said this escapee poses a serious danger to women in the community.
Raphael Joseph is a Black male, 35 or 36 years of age, and 5’6" to 5’7". He has a slim build and weighs about 140 pounds. He has a bald head and a mustache.
Police are asking that women in the community take extra precautions until this escapee is found. Motorists are asked to be cautious of anyone fitting Joseph’s description who may be hitching rides on the roadway.
Anyone who comes into contact with this escaped prisoner is asked to immediately call Emergency 911 and give the operators the information.

This really troubles me that this scumbag got the opportunity to rape someone before an alert was sent out to the community or his previous victims. This is the height of incompetence. Corrections and VIPD must do better.

This is too terrible for words. To escape and rape the same person he previously attacked is just sick.
How the f' did he escape? Who at golden grove will be held accountable for this tragedy?

How can someone be incarcerated and you not know how old (or how tall ) they are ?? And I believe he is 39 according to the "captured" details !!!

And our brilliant legislature can somehow override a veto in order to spend $450,000.00 they don't have for fencing/lights at an elementary school. Good deal spending nearly half a million for fencing one school - yea right.
At least the little tykes will be secured in far better than the prisoners at GG. Probably better surveillance too.

"I am not here trying to bring down the prison system, and I will tell you it (resignation) had nothing to do with the recent escape," Richards said Thursday...
"The escape was the last straw for me, but that is not the reason. It hurt me to my core that happened. It should never have happened. And we have to take responsibility," he said.
So the escape was the "last straw" but he was already planning to resign before it happened - Yea right!
You can't have it both ways bud. In the revised words of obi wan kenobi "The bullshit is strong in this one".
Step 1. Ship all convicted felons not awaiting trial on other crimes to off island facilities - cheaper, less to monitor. And all that BS about it being harder on the prisoners and families I say tough titty. If you were at all concerned about others you wouldn't have committed the crime in the first place. Why not strike a deal with PR if Miami is too far away?
Step 2. Consolidate remaining prisoners awaiting trial into the most secured areas of the existing facility. Reduce/reallocate staff/resources appropriately. Lowers budget and we are no longer understaffed.
Step 3. Install localized cell phone signal jammers in the cell blocks. Makes all those smuggled in contraband cell phones useless.
Step 4. Apply savings from step 2 to institute a published plan to execute recommendations/requirements from the consent decree. Increase training for staff, add cameras, etc. Hold commissioner publicly accountable for execution of the plan.
