Who said anything about WAPA getting their hands on nuclear. Here is what was posted.
The bottom line. The population needs to rise up and demand a change in decision making relative to energy and not leave it to WAPA. It is critical that the USVI develop a sound energy plan just like what occurred in Bermuda and the other islands that are much farther ahead of us. They are moving to medium-speed diesel engines that are 45%+ efficient and eventually will be converted to LNG. That with a smaller % of solar and wind is a good mix. The only other cost effective option is a SMR (small modular nuclear reactor plant).
First off. WAPA has NO money and their credit is worse. That's why their RFPs now are for PPAs. They need some one else to bring money and assume all of the risks. This is what Alpine Energy did and they lost $13M before they ..... ran off licking their wounds. And that was a "renewable energy project".
Any developer in their right mind would want total control of their own nuclear operations. This would need to be a large USA utility like Southern Co. or SCE&G or PPL. In any case, just like the 5 MWe of PV, the developer runs the operation 100% and all WAPA does is pay for the kWhs.
This was a video I posted in Dec. about the gyrations that BELCO (Bermuda) went through a few years back to develop their energy plan that includes a mix of energy sources. To increase their baseload capacity, they are currently installing 4 new medium speed engine-generators (+45% efficient) that will be duel fuel (fuel oil and natural gas). Initially they will use fuel oil, but once their LNG terminal is complete, they will convert to NG.

NOTE, during the liquification of NG, the impurities are removed. So once gasified for use, these will be the cleanest units running on the planet. And the USA has an abundance of NG.
