Oh please. Where is he going to get the money to fund all these new hires and facilitate their salaries, health benefits, perks, bonuses and retirement/GERS benefits, who already has issues of their own with not enough money being paid in and not properly managed?
To answer your question, where will Mapp get the money for 1000new jobs?
1. Transfer the $12 million in overtime pay to policemen and hire more policemen. You end up
a. Providing more officers to help with crime
b. Give overworked police time to refresh
c. Free up money to hire 100 more police on each island
2. Take all the money being spent on retirees in education as substitute teachers, does not include new money
a. Pay new graduates who currently are not employed and will now pay into pension and pay taxes and buy homes
b. Pay locals instead of the foreign visa teachers who don't stay and who don't spend much here, thereby building a non fluctuating non turn over teacher base
c. Allow us to qualify for new grants by being accredited and having adequate staff money is currently allotted which we are not spending
3. Fill the nursing vacancies with permanent staff at all government hospitals clinics and schools
a. Permanent staff is cheaper than travelers
b. Having adequate nursing staff is a prerequisite to certification
c. Certification saves and earns you more money
4. Hire more revenue collectors for the estimated $300 million in outstanding tax debt. People like Chucky would never have bee able to get away with 19 years of unpaid taxes had we had sufficient competent tax officers
a. The increased projected revenue collection will result in less fiscal year deficit and pay for the revenue collectors' salaries.

Not sure of the structure in the VI but you are neglecting the costs of benefits - Pension, medical, etc in your plan

That's where non-residents come into play: hire non-residents as tax collectors (offer a bonus as the 'carrot'). =P

1. Substitute teachers get paid a higher hourly rate than teachers. That will account for the non salary benefits. It is $42,000 vs $32,000/ per year. So the cost is the same, but the total number of employed people is more which is better to expand the middle class, albeit lower middle class.
2. Yes a small amount of overtime is cheaper than new hires: usually. But when half the shifts are overtime, the lines don't intersect. One cop works the equivalent of 100 hours weekly. (40 hrs regular plus 40 hrs at time + 1/2. That could be two people working for 80 hours with benefits. So no new money there, but new bodies.
Besides we don't have a choice where police numbers are concerned. We are under a consent decree in part for the Shortage of staffing.
3. The nurses are also working overtime and with retirees. See points 1&2. And the hospital is under CMS consent decree, if you will. So they have to get more nurses. Foreign nurses send their money home or never stay and invest.
Mapp is clever in his plan to move the same money around to a thousand new bodies, while simultaneously fulfilling legal and federal mandates. Hence the 100 new jobs.
All the jobs require certification. Nome of them unclassified. None of them political.

1. Being in government and being a financial genius is not mutually exclusive. He did not hide his light under a bushel and his genius is not sudden.
2. He was PFA director and left them with almost $3/4 billion dollars. It has since been squandered by the current administration.

Reading the article and the correction attached thereto answers the questions. The separate civil suit was likely settled out of court but you could always research that. Worms abound in huge piles where Mr Mapp is concerned. Where's Miss Justice with all the dirt on Ms Christensen? Oh, wait, there's nought to be found, right? How boring.
I have researched but haven't found outcome and I don't remember what happened if anything.
So few stories are followed up after initial report. Sigh.
