Are there any really cheap local rentals? I lived in Jamaica for the last two years and paid $185.00 U.S. per month for a small apt, all bills paid. Is there anything like this that the locals have for rent, NOT a tourist rental? I did not have hot water or A.C.

Sure, you can get a place for $185/mo with all bills paid. You might have 11 roommates, but it's possible.
All kidding aside, no. $185/mo is just about impossible. $185/mo can be your WAPA bill alone.
