can an ordained minister from the states officiate in USVI?

Our friend, who is an ordained minister, will be coming down to marry us in July. My question is what are the steps needed to get him "legal" for the ceremony here? I know it can be done, but how??

The way I understand it is that the couple obtain a marrige license and the officant just signs it. Officiats are suoosed to follow accepted relgious dogma occurding to the verbage.
