buying a boat in Tortola and registering in the USVI
Has anyone done this or know what is involved?

It was no problem years ago when I last did this.
You need documentation showing you own the boat, i.e. bill of sale and if applicable USCG registration in your name. After you clear into the territory (customs) then take your paperwork to DPNR to register the boat locally. Unfortunately even if the boat is under US flag, it still needs to be locally registered if you intend on keeping it in the USVI.
