We have the same problem with noise in Red Hook on St Thomas. The community police group has been very helpful in getting Senor Frog's from disturbing the peace. The police do have dB meters to measure the output, but I'm not sure if they are all trained. Go back to your local Zone Commander. Ours (Zone C) is a wonderful resource.

I would think that the first agency to contact would be Red Right Return.
