GM, to answer your questions, yes, yes and yes!

If you go to try and sign up on their website, if you have a VI postal address, you can't get past the "state" pull down menu. There is no VI or USVI on the pull down menu and your address IS a required field thus stopping anything further.

As Capt. Pete said above, we were on the phone with Popmoney and Popmoney said sorry, right now not happening, as not available here. Without being able to complete the sign up form, you will get no further.
