What are the ATV laws for operating an ATV on public roads?
Which island are you on? I think the best people to contact on S. Croix are the people that own the ATV Rental Tour in Frederiksted. I know that St. Croix had to adopt California Legislature in order to make ATV laws that would include driving on roads. I suspect the "law" will be whatever a cop feels like doing if he sees an ATV on a public road, and judges here tend to support cops' feelings.
this is true. the ATV rental permit never needed to have helmets to operate, but one cop saw them, pulled them over, and said he wanted helmets or they couldn't operate. no use trying to go over his head - just got the helmets and moved on.

And yet kids ride in the back of pick-up trucks down the highway...
Tell me about it. I HATE seeing that. Notice that the parents are always in the front, in seats, with the option of a seat belt. No one thinks an accident can happen to them and this is probably the most dangerous situation. Even when the kids are in the car though - no seat belts, no car seats.
