Agree that that's too specific for the VI. If you're willing to take recent graduates, why not also solicit programmers experienced in other platforms and train them in your specific platforms? You'd probably have a greater selection of applicants. Speaking from experience, none of it is hard to learn if you know CS basics and have spent enough time programming.

It is normal for the ads to be specific. Interested programmers will apply anyway...the ad is a guideline. If you're a COBOL programmer and you believe that you can ramp up to speed in C# or ASP.NET MVC in short order, give it a shot. Training depends on the urgency of the project. Most software projects are deadline-driven, and when you're doing three-week sprints in an Agile development environment you may not have the time to train someone. You're right though...a seasoned programmer should be able to master new languages and technologies quickly. However, even experienced programmers incur a learning curve when moving from one methodology to a next...for example, a lot of ASP.NET developers struggle initially with ASP.NET MVC because of the very different approach of both methodologies.
For me, the real issue is why am I not getting more resumes, considering the fact that we have a University here that has a Computer Science program. Maybe there should be more of a push to encourage high school students to investigate this field, and maybe the local software development firms should coordinate with UVI in setting up internship programs (as NEARiX intends to do). There are a lot of opportunities in this field, and it is a clean industry.
