Anyone got more info about the homicide near UVI-STT today?

I read about the study in the early 1980s after it made the news on the radio at that time. Shifting from the late 1970's to the 2000's, perhaps the argument hasn't changed all that much. It seems not everything can be reduced to economic terms to fit political agendas.
