Am I Hallucinating?
I firmly believe there is something in the air or water that makes you nutty in St Croix. Thanks for the laughs. The law is on the books, if I remember correctly. At least they were. Anything regarding the inspection process is dictated by the police commissioner. When I got my first car a zillion years ago, they did check to see that the lights were pointed in the correct direction for left hand driving. Dealers were required to adjust the headlights when they did a pre delivery inspection of the new cars. Importing a used car, you were responsible to do it. There are laws on the books for not having all of your lights working as well. Never seen anyone pulled over for that either.
It seems to me that if all of the rules and laws they had referring to cars and driving were enforced, things would be much better. It's either laziness or no one cares anymore. Here in St Thomas its seems the police only pull you over if you aren't wearing a seat belt, didn't register your car, or are talking on a cell phone. Run a stop sign,red light, or speed, no problem! In my last few visits to St Croix it did seem to me that they pull people over for more things than over here, where they are just working for a paycheck.
One of my recent rants on my Facebook page was:
Parking lights are for parking; use your headlights when driving at dusk!
Emergency flashers are for emergencies; use your headlights while driving in the rain!
Fog lights are for fog; use your headlights!
High beams are for dark conditions and should be dimmed when a car approaches 200 feet away! Or is it 100? (on the books, never enforced)
Most of the laws are enforced here. They're just enforced in a selective, inconsistent, and discriminate manner. The police here can also be quite creative by enforcing "laws" that aren't on the books. Damn nice of them to go the extra mile!

Rub someone the wrong way here and they have friends and family in nearly every branch of government. They can make your life a living hell and they will rejoice in doing so. Not a damned thing you can do about it either.

Have to kinda disagree on the emergency flashers, esp in South Florida when the rain comes and it can really kill visibility on the highway. Some people slow way down and others don't, so I always used my flashers during the heaviest periods of rain. Here, pretty much nobody goes fast when it's really monsooning, so I can't see using them here.

The law in Florida says to use your lights when it rains. Not flashers. When I see flashing lights I beileve they are broken now, not moving. Especially if the rain is so hard, it's better with lights on.
The law in New Jersey is ' Wipers On -- Headlights On' - I have adopted that practice here.
It's just one of those "how stupid can it get"....why they don't "inspect" the headlights at the initial registration process. You can actually see the beams pointing right at you while driving. ...blinding!!
I believe in the states if you are driving on the highways and going slower than than the posted speed limit by 10 miles per hour or more, you have to use your 4 way flashers to warn the other drivers. It can because you are having mechanical problems with your car, the weather, you're towing something, sometimes it is even eldery drivers.
When you see the 4 way flashers on & they are in a driving lane, you are forwarned to move into another lane.
If they are broken down mechanically(car is dead), that's a whole other story. More than likely your flashers won't be working, so you should have an emergency kit in your car. Flares, those bright orange triangles, etc. to warn other drivers. Especially if you couldn't get your car to the side of the highway, but even then you should use the emergency kit, especially at night.
None of this pertains to here though. But if you are visiting the states or still live there it is some advice you should take into consideration.

I always chuckle at the inspection lane on stx where the do, in fact, have a grid for headlight adjustment on the back wall, but the lanes lean hard to the right.

Oh ha. I shipped my first car here in '02. This is how conversation with the "inspector" at the BMV on STX went when I went to get it registered and retitled -- it is today, still, my favorite conversation with anyone at the BMV:
"Where's your car?"
"Parked over in the lot."
"Does it have spinning rims?"
"Huh? Spinning what?"
"You know, spinning rims. On the tires."
"Uh ... no."
"Do you have a DVD player?"
"In my CAR?"
"Yeah."
"Uh, no."
"Okay, you're approved" STAMP STAMP STAMP

Ayuh. Last year, I brought down my radar detector because someone told me the cops here finally got radar guns. I swear, no one who got in my car knew what the h*ll it was.
